Ease of lockdown measures is not applicable to Blackburn

The Government has announced further easing of lockdown measures which were postponed on 1st August will now take place from tomorrow (15 August) but ”these changes will NOT apply in any protected area for which there are local restrictions”.

This means that there are no changes to the restrictions in place in Blackburn for the time being (along with Greater Manchester, East Lancashire, Preston and West Yorkshire).

The announcement can be found here: https://www.gov.uk/government/news/prime-minister-announces-stronger-enforcement-measures-as-easements-resume

The full details of the changes which apply from tomorrow (issued at 11.41pm yesterday) can be found here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/909390/Closures_Guidance_Aug_15.pdf

It was also announced that:

  • Fines will double to a maximum of £3,200 for those who repeatedly flout face covering rules
  • New fines will be introduced for people hosting raves or other unlawful gatherings of more than 30 people
  • People providing higher risk close contact services (such as hairdressers or beauticians), because of the period of time spent in close proximity to a person’s face, mouth and nose, should wear both a clear visor and a Type II Face Mask.  Clear visors cover the face (and typically provides a barrier between the wearer and the client from respiratory droplets caused by sneezing, coughing or speaking). A Type II face mask should be worn with the visor. Type II face masks are not PPE but will provide a physical barrier to minimise contamination of the mouth and nose when used correctly.
