Changes to lockdown ruling in Blackburn with Darwen

The Government and local leaders in Oldham, Pendle and Blackburn have agreed additional measures to curb the spread of coronavirus, while removing Wigan, Darwen and Rossendale from intervention.

Some key points to note are:-

Businesses including restaurants and pubs, workplaces and childcare including nurseries are to remain open in these areas.

From midnight on Saturday (tomorrow), local residents in these 3 areas (see below) should not socialise with anyone from outside their household.

It does not prevent people from shopping, going to work or attending childcare settings, including schools, which open from 1 September,  but it does mean any social activities indoors and outdoors can only be shared with people that you live with and in your immediate household.

Residents will be advised to avoid using public transport except for essential travel, and the numbers of people who can attend weddings, civil partnerships and funerals should be limited to household members and close family and no more than 20 people.

Local restaurants will also be encouraged to halt walk-ins, and only seat people who make reservations in advance, up to a maximum of 6 people per table.

The rules on social gatherings introduced 3 weeks ago will be lifted in Wigan, Rossendale and some areas of Blackburn with Darwen, and these areas will align with the rest of England from Wednesday 26 August.

The ban on indoor gathering now applies to:

  • Greater Manchester: City of Manchester, Trafford, Stockport, Oldham, Bury, Bolton, Tameside, Rochdale, Salford
  • Lancashire: Parts of Blackburn with Darwen, Burnley, Hyndburn, Pendle, Preston
  • West Yorkshire: Bradford, Calderdale, Kirklees, Leicester

The following areas of Blackburn with Darwen remain areas for intervention and the new restrictions on household gatherings and socialising (residents not socialising with anyone from outside their household) will apply:

  • Audley and Queen’s Park
  • Bastwell and Daisyfield
  • Billinge and Beardwood
  • Blackburn Central
  • Little Harwood and Whitebirk
  • Roe Lee
  • Shear Brow and Corporation Park
  • Wensley Fold

Areas in Blackburn with Darwen where all extra restrictions have been lifted (and are subject to the national rules) are:

  • Blackburn South and Lower Darwen
  • Blackburn South East
  • Darwen East
  • Darwen South
  • Darwen West
  • Ewood
  • Livesey with Pleasington
  • Mill Hill and Moorgate
  • West Pennine

For your additional information, the latest R number range for the UK is 0.9-1.1, and the latest growth rate range for the UK is -3% to +1% per day.  A growth rate between -3% and +1% means the number of new infections is somewhere between shrinking by 3% and growing by 1% every day.
