Here is an update regarding permission to place chairs and tables on the highway outside your premises – in readiness for the government allowing the re-opening of cafes, restaurants, pubs and bars from this Saturday 4 July, as we appreciate it is confusing with the changes to guidance and legislation.
If you have an existing pavement café licence this is still in force and you can place tables and chairs out in accordance with that licence from this Saturday.
If you want to add extra seating space outside your business on the highway, or you want to place chairs and tables out on the highway for the first time, the government is introducing new guidance and legislation to speed up the procedure and make it easier to do so, BUT this legislation has not been approved and come into law so the application process for this is not yet available.
Blackburn with Darwen Council has prepared a draft process ready for the legislation and guidance coming into force so that they are ready to start processing applications as soon as they can.
