Blackburn BID will shortly be sending out our Blackburn BID levy invoices for 2021(year 3 of the 2019-23 BID term) to all our levy paying BID members.
Levy collection is carried out by Blackburn with Darwen Council, and the invoices will be sent to the person they have as the liable party for business rates for your property, as at 1 January 2021.
I know this is an incredibly difficult time to be requesting payment of the BID levy, but this is the time of year we collect the annual levy and the Regulations governing BIDs don’t allow for changes to the BID levy collection arrangements without an alteration ballot. Further, individual reductions or levy waiving for particular levy payers isn’t fair or legitimate when others manage to pay their levy.
We have been working hard over the course of 2020 to support our BID members (I’m attaching an electronic version of the Annual Review summary) and we will continue to do so throughout 2021. Blackburn BID levy income is crucial to being able to continue investment in Blackburn town centre for the benefit of you and your business.
I recognise that working arrangements have changed dramatically over the last 12 months, and so if there are alternative contact details for the levy payer for your business (e.g. email address), where we need to send the invoice to, please contact me with the details.
Finally if you are or have been a voluntary BID member, paying a voluntary contribution and you would to continue to do so, or you are interested in becoming a voluntary BID member, please let me know.
