Will we get refund on bid levy cos been shut all year?

Thank you for your question. We sent out the BID invoices for 2021 in February. I'm afraid the Regulations governing BIDs don’t allow for changes to the BID levy collection arrangements, which means we are not able to offer discounts or refunds on the levy as it was not contained in our original Business Plan. Further, individual reductions or levy waiving for particular levy payers isn’t fair when others manage to pay their levy. It would also be extremely hard to know where to draw the line in terms of businesses who would be entitled to a refund or discount.

We have been working really hard over the course of 2020 to support our BID members - you should have received a 2020 Annual Review brochure with your BID levy invoice detailing all the work we've done, and you can view our AGM online. This has included lots of business support and advice (including Q&As and expert support like this), daily security patrols to look after closed businesses, funding for 2 police officers in partnership with the Council, and delivery of covid-safe events and initiatives.

We will continue to work hard throughout 2021 to support the recovery of yours and other town centre businesses. Blackburn BID levy income is crucial to being able to support you and continue investment in Blackburn town centre for the benefit of you and your business, at what couldn't be a more important time.
