Promoting the town

A key aim is to market and promote Blackburn as East Lancashire’s centre for retail, leisure and business.

Website & Social Media

The Blackburn BID contracts Square Cactus to manage the website and deliver all of its photography, social media, digital marketing and public relations. Levy payers are encouraged to report good news, activities and events for free promotion. The website publishes hundreds of positive news stories about Blackburn each year. Square Cactus also provide a “digital shop doctor” service and run and maintain the Twitter networking hour #BlackburnHour which operates every Monday at 8pm.

Marketing & Branding

The BID utilises a multiplatform approach to advertising by sourcing the best available media outlet for its chosen messages within a limited budget across the year, working with partners to get the best rates with shared branding wherever possible.


Major events are organised by the Blackburn BID each year with additional smaller scale events funded from the same budget. Each event provides a regular buzz of marketing activity and animation of spaces throughout the year. The BID’s key events include Countryside Comes to Town, the Blackburn Christmas Lights Switch On, Blackburn Heritage Festival and Steam Sunday.

Sponsorship & Financial

The number and quality of the events the BID have delivered would not have been possible without additional financial support from key partners, The Mall, Blackburn Market and Blackburn with Darwen Borough Council, advertisers and sponsors from a wide range of other businesses and organisations. To continue to deliver at this scale and quality and to be able to make a serious attempt at twilight/dusk activities to increase dwell time will require additional funding .

Future Plans

The BID plans to deliver and maintain the following activity to market and promote Blackburn as a vibrant town centre:

  • The BID will continue to organise major events supported by town centre partners.
  • The BID will continue to promote Blackburn through PR and marketing campaigns.
  • To continue working with businesses to provide PR support and to improve their online presence and digital shop windows.
